Dr. Charmaine Davis-Bey’s journey from an ODA Campus Coordinator to a leader in the Ohio Department of Education and Workforce is a testament to the profound impact of out-of-school time (OST) programs. As a passionate advocate for educational equity, she credits ODA for shaping her career and igniting her dedication to improving the lives of students across Ohio.

“When I first joined ODA, I knew the work was important, but I was also learning as I went. It wasn’t easy—building relationships with scholars, understanding their needs, and figuring out how to support them effectively. But through that experience, I found my passion,” she shared during a recent visit with ODA programming staff.

Her experience at ODA led her to pursue a Master’s in Education with a focus on student learning and well-being, and eventually, a Doctorate in Education from the University of Pittsburgh. Through her research, she focused on how out-of-school time programs, particularly for Black high school students, improve engagement and academic outcomes.

Her work at the Ohio Department of Education and Workforce has allowed her to champion the very programs that once shaped her. “My role now is to make sure that OST programs, like ODA, are recognized as critical resources for school districts looking to improve student outcomes,” she explained. “These programs provide students with a safe and supportive space to engage, learn, and grow, which directly contributes to better academic performance and graduation rates.”

Despite her transition to state-level leadership, Dr. Davis-Bey remains deeply connected to ODA. She was a featured speaker at last year’s Lights On Afterschool event and recently returned to speak with ODA staff about her journey. “I’m always looking for opportunities to uplift programs like ODA. Even when I’m in internal meetings at the department, I make sure to advocate for OST programs as vital partners in educational improvement,” she said.

Her advice to ODA staff was both inspiring and practical: “Remember, improvement happens in everything you do—whether it’s checking in on a scholar, engaging a family, or refining a program. Your role is important because out-of-school time programs like ODA are important.”

Dr. Davis-Bey’s story is a powerful reminder of ODA’s lasting impact—not just on students, but on educators who go on to shape the future of learning. We are proud to celebrate her success and grateful for her continued commitment to the mission of Open Doors Academy.
